Casement windows in Chicago, where they fit and where they look wrong
A casement is hinged at the side and cranked outward, and in Chicago it is not an exotic choice: the Chicago Bungalow Association's design guidelines name casement alongside double-hung as an original type worth keeping. The argument for it in a cold city is mechanical. A casement pulls its sash against a compression seal, where a hung window closes against seals its sash moves along. The arguments against it are also mechanical, and they are the ones a showroom skips. An outswing sash needs somewhere to go, and Chicago gangways, walks and lot lines are tight. The crank gear and the hinges become the parts that fail. A conventional exterior storm window cannot sit over a sash that swings out, which closes off the cheapest improvement this site knows about. And changing a double-hung to a casement changes the type, which moves your job off Chicago's no-permit exemption. Guideline wording read 2026-08-11, and the city's in-kind definition is quoted below.

What a casement is, and the one difference that matters
A casement has one sash hinged on a vertical edge, opened by a crank or a folding handle, and pulled shut by an operator and usually a multipoint lock. Two casements side by side in one frame, hinged on opposite edges, are sold as a French casement or a pair. A screen, where there is one, hangs on the inside, because the outside is where the sash goes.
The mechanical difference from a double-hung is worth understanding because every other argument on this page follows from it. A double-hung closes by leaving its sashes sitting in tracks. A casement closes by drawing its sash tight against a seal on all four sides. That is a description of how the two types work rather than a performance claim, and this page keeps the two things separate on purpose.
Three consequences follow, and they run in both directions:
- The whole sash opens. There is no fixed half. That is the reason casements get proposed for ventilation and for openings where the clear opening matters.
- The seal depends on hardware staying in adjustment. A sash that no longer pulls fully home is not sealing, whatever the unit was rated at when it was new.
- The outside of the wall is now part of the design. A double-hung never needed anything beyond the wall plane. A casement does, every time it opens.
Where casements are genuinely original in Chicago
This is the part that decides whether you are restoring or importing, and it is the part a national window guide cannot write for you.
The Chicago Bungalow Association's design guidelines treat double-hung and casement as the original types on the city's dominant single-family house. Its "Don't" list opens with "Replace existing double hung or casement windows with single fixed glass picture or slider windows", and continues with warnings against glass block infill on street-facing elevations, against replacing attic windows with a slider on those elevations, and against removing art glass. Its "Do" list asks owners to retain and repair original frames, "Maintain historic muntin/grille pattern", and, where a window cannot be saved, states that "If windows cannot be repaired, replacements should match the historic window as closely as possible".
Read those two lists together and a clear rule falls out, which we state as our reading rather than as the association's instruction: a casement is the right answer in a Chicago bungalow where a casement is what was there. The guidelines protect casements. They do not invite casements into openings built for something else.

The sealing argument, and the number Chicago actually publishes
The compression seal is the honest core of the case for a casement in a city with a long heating season. It is also where sales copy runs well past what anybody has measured for your house.
What we will not do is score it. We read no attributable air leakage figure for casements or for double-hungs, in Chicago or nationally, so no such figure appears here. A number without a source is worse than no number, which is the standard the whole site is held to.
What Chicago does publish is a pair of performance ceilings. For residential buildings up to four stories above grade plane, the maximum window U-factor is 0.30 and the maximum solar heat gain coefficient is 0.40, read in Table R402.1.2 of ordinance SO2022-2008, the adopting ordinance for the 2022 Chicago Energy Transformation Code, on chicago.gov 2026-08-11. Notice what those two numbers are and are not. U-factor is heat moving through the assembly. SHGC is sunlight arriving as heat. Neither one is air leakage. So the property a casement salesperson is describing is not the property the city caps, and the two get blended in conversation constantly.
The practical move, and it costs nothing: ask each contractor for the manufacturer's rated air leakage figure for the exact unit quoted, alongside the rated U-factor and SHGC. Then compare those three numbers across quotes. Two quotes for two different performance levels are not a price comparison. Wind, and what we can honestly say about it
Chicago is a windy city on an open lake edge, and a casement's relationship with wind is genuinely different from a double-hung's. We publish no wind figure, because none was read at source, so what follows is mechanical reasoning and is labelled as ours.
- Closed, a casement facing into the wind is pressed toward its seal. The same wall on the other side of the building is being pulled away from it. That is geometry, not a rating, and it is one reason a single unit on one elevation can behave differently from an identical unit on another.
- Open, a casement sash is a sail on a hinge. The load lands on the operator and the hinges. A gust that slams a swinging sash is loading the same hardware the seal depends on. If the opening is exposed, ask what limits the swing.
- Driven rain follows wind. Water reaching a wall horizontally finds the joint between a frame and an opening, which is a flashing and installation question rather than a window-type question. It is worth asking who is responsible for that detail, in writing, whichever type you buy.
The clearance problem, which in Chicago is the real constraint
An outswing sash has to open into something. On a suburban lot that is a lawn. On a Chicago lot it is frequently a gangway three or four feet wide with a neighbour's wall on the far side. This is the single most common reason a casement is the wrong window here, and it is settled by standing outside the opening with a tape measure, not by a brochure.

They govern eligibility for a streamlined permit rather than casements specifically. Every other row is our own checklist, not a city requirement.
Openable area, opening control devices, and the egress question
Here is where this page stops short deliberately, and where a lot of casement sales copy does not.
This site publishes no egress dimension and no rescue-opening minimum. Chicago's provision on that was not read at source, and the standing rule here is that an unread figure does not get published. So we cannot tell you whether any window meets a rescue and escape opening requirement, and no page on this site pretends otherwise.
What the city does publish, and it is directly useful, is a floor on openable area written into the Express Permit Program terms:
"In a residential building, a replacement window installed under this permit may not have less openable area than the widows it replaces." (The city's own page reads "widows". Quoted as published, sic, rather than silently corrected.)
That clause matters to a casement decision for a reason that runs the opposite way from most of this page. A double-hung opens across roughly half its frame, because one sash has to sit somewhere. A casement swings its whole sash clear. So a casement usually moves openable area upward, not downward. That is our reading of the geometry, stated as a reading. It is not a code statement, and it is not a determination that your opening qualifies for anything.
Two further points that belong in the same conversation, both quoted from the city:
- Glazing area has a floor too. Under the same terms, "A window or skylight installed under this permit must have an equal or greater area of transparent or translucent glazing as the window or skylight it replaces." Replacement units sit inside the existing opening, so a thick frame can quietly cost you glass.
- Low sills bring hardware with them. The terms require that in a residential building a replacement window "must include opening control devices that limit the opening to less than 4 inches within 42 inches above the floor when the windowsill is less than 36 inches above the floor...". The city's clause continues past what is quoted. Low sills are ordinary in Chicago front rooms and bedrooms, and on a casement this is a hardware line item interacting with the crank, so it is worth naming before it appears as a change order.

There is one more thing worth knowing, and the city states it plainly: a permit exemption is not a code exemption. Work done without a permit "must still comply with all applicable requirements of the Chicago Construction Codes". So the rescue-opening question does not disappear on a job that needs no paperwork. It just stops having anyone check it. Ask the Department of Buildings, or ask the contractor to show you the provision they are relying on and the measured clear opening of the exact unit they are quoting. Where a casement looks wrong on a Chicago house
This is a judgement section and it is labelled as one. No source read for this page rules on appearance. What the sources do establish is the original type by building, and what a landmark district asks of a replacement, and those two together are why the judgement below is not merely taste.
- The bungalow front bay, where the opening is one composition. The National Park Service documentation describes the flat bay as "one set of ribbon windows in a grouping of three or four windows into a single architectural frame". A double-hung reads as two lights divided by a horizontal meeting rail; a casement reads as one tall light with a vertical hinge edge. Change the type across a ribbon group and you have changed the rhythm of the whole elevation three or four times over, in the one place the street sees.
- The two-flat and three-flat bay, where the change repeats by floor. The projecting bay is the defining street element and it recurs on each storey. A mismatch here is not one window that looks odd, it is a vertical stack of them.
- A greystone opening with a carved surround. Much of the limestone used in Chicago architecture is Indiana limestone, also called Bedford limestone, valued for its ease of carving. The opening is a piece of the ornament, sized for the sash it was cut for. An outswing sash fighting a carved reveal is the visible version of that problem, and trimming the stone to solve it is permanent.
- Anywhere a landmark district specification applies. The Commission on Chicago Landmarks reviews permit applications inside designated and proposed districts, and its submission requirements for alteration work expressly name windows among the exterior features you must describe. In that setting the type is not a preference. The landmark page covers the mechanism.
Where a casement looks entirely at home: an opening where a casement already is, a rear or side elevation nobody designed as a composition, a kitchen opening over a counter where reaching a sash lift is awkward and a crank is not, a narrow tall opening a hung window divides badly, and any new opening in an addition where nothing historic is at stake.

What a type change does to your permit
A casement conversion is the clearest example on this site of a job that looks like a swap and is not one, so it is worth being precise about it.
Chicago's list of work that does not require a building permit includes, in a residential building up to four stories above grade, "Repairing or replacing (in-kind) an exterior window or skylight in the existing opening". The city defines in-kind replacement as using new elements "of the same type, size, and shape". Read at chicago.gov, 2026-08-11.
Our plain reading is that a casement replacing a double-hung is not in-kind, because the type changes. We label that as our reading. We have not read a Department of Buildings determination on the point and we are not going to promote an interpretation into a rule. What follows from it is cheap to act on: ask the department before you order.

Two things in that table are worth carrying into a quote conversation. First, in vinyl and similar mainstream materials, casement sits a step above double-hung rather than in a different league: the gap is real and it is not what decides your total. Second, the wood row is where it stops being a step. A wood casement runs $410 to $2,450 from a single source, with an average more than double the wood double-hung average of $637.50. If a landmark district specification is steering you toward wood casements, the type decision and the material decision have stopped being separate decisions.
The only Chicago band on this site covers vinyl double-hung units: $650 to $1,200 per window installed for standard vinyl, and $700 to $1,250 for energy-efficient vinyl (Modernize, "Window Replacement Cost and Pricing in Illinois (2026)", Isabella Andersen, reviewed by Catie Bonner, March 18, 2026, read 2026-08-11). The same source puts Illinois tiers at $575 to $1,000 basic, $825 to $1,300 mid and $1,250 to $2,700 high end per window, and a triple-pane upgrade at $150 to $350 per window. Use the tier bands, not the type bands, to work out whether a casement quote is expensive because it is a casement or expensive because it is a different product. Cost by window type sets out all of it with every figure attributed.
Hardware is the part that fails, so inspect it like a mechanism
A double-hung that stops working is usually a balance or a sash cord. A casement that stops working is an operator, a hinge track or a lock linkage, and the seal depends on all three staying in adjustment. We publish no service life and no failure rate, because no source was read that would support one. What we can give you is the list of things to look at and ask about, which costs nothing and is not in a brochure.
- Operate every sample unit in the showroom, fully, twice. Feel where the sash meets the seal at the last quarter turn. That last quarter turn is the whole argument for the type.
- Ask what the operator and hinges are made of, and whether they are replaceable separately. A window whose hardware can be renewed is a different long-term proposition from one where hardware failure means a new unit.
- Ask about the lock. Multipoint locks pull a tall sash against its seal at several heights. A single point on a tall sash is doing less.
- Check the screen and how it comes out. It is on the inside, which changes how the room looks and how you clean the glass.
- Ask what limits the swing in wind, and whether that limiter is standard or an extra line item.
- On a low sill, ask how the opening control device and the crank work together. The city requires such devices in a residential building where the sill sits under 36 inches above the floor, quoted above.
You may not need a casement, and you may not need new windows

- If your openings hold double-hungs and they work, the type question is already answered. Like-for-like is the cheapest path and it is the one that keeps you inside Chicago's no-permit exemption in a residential building up to four stories. Both facts point the same way, which is unusual.
- A storm window is a real option and it is the one a casement conversion takes away. The city lists installing, maintaining or removing a storm window as work needing no building permit in any building at any height, and the Chicago Bungalow Association recommends adding thin-profile wood or metal storms and screens similar in size, shape and colour to existing windows. Price that path before you close it off.
- If the complaint is draught, find out where the air is coming from first. A window that does not seal may be a window out of adjustment, a failed weatherstrip or a gap between frame and opening that no new unit fixes on its own. Buying a compression seal does not help if the leak is around the frame. Repair or replace works through that.
- One failed unit is not a whole-house job. Repairing damage to an existing window and replacing the glass in an existing sash are both on the city's any-building no-permit list.
- If the opening has no clear air outside it, stop. No amount of specification makes an outswing sash work in a gangway it cannot open into. That is not a budget problem, it is a geometry problem.
- If you are in a condominium and have not read your declaration, stop there too. You may be pricing a decision that is not yours to make.

What to ask, and what we would do
Work down in order. This is a reading aid rather than a determination, and the Department of Buildings decides permit questions.
- Is the property a designated or proposed Chicago Landmark, or inside a landmark district? Settle it first. It can decide the type for you and it is what homeowners discover last.
- Is it a condominium? Read the declaration before you read a brochure.
- What is in the opening now, and what was there originally? If the answer is casement, you are restoring, and the guidelines ask a replacement to match the historic window as closely as possible.
- Go outside and open an imaginary sash. Measure the clear space, the obstructions, and the height above whatever is below. Photograph every opening from outside before the sales visit.
- Ask for three rated numbers per unit: U-factor, SHGC and the manufacturer's rated air leakage figure. The first two have Chicago maximums of 0.30 and 0.40 in a residential building up to four stories. The third is the one the sales argument is actually about, and nobody volunteers it.
- Ask for glazing area and openable area of the proposed unit against the existing. The city sets a floor under both, and the floor is the window you already have.
- If you are changing type, price the paperwork. The change moves the job off the in-kind exemption on our reading, so confirm it with the department before ordering.
The recommendation. Fit a casement where a casement already is, or where nothing historic and nothing structural argues against it and there is genuinely clear air outside the opening. Everywhere else on Chicago's vintage stock, keep the type the opening was built for. That answer is cheaper, it keeps the permit exemption intact in a building up to four stories, it matches the documented guidance for the city's dominant house type, it leaves the repair-plus-storm path open, and it is reversible. If you do convert, write the scope in the city's own vocabulary, and put the three rated numbers and both areas in the contract rather than in a conversation.
What we could not confirm, and will not guess
- Any Chicago casement price. One contractor marketing page carried a local casement band. It shows no author, carries no date, and contradicts itself elsewhere on the same page, so its numbers are not published here and the page is not named or linked.
- Any egress or rescue-opening dimension. Chicago's provision was not read at source, so no dimension appears here or anywhere on this site. The openable-area term quoted above is a permit condition, not an egress standard, and we do not present it as one.
- Any measured sealing comparison between casement and double-hung. No attributable air leakage figure was read for either type. The compression seal description on this page is mechanical, not a performance claim.
- Any Chicago wind figure. No design wind pressure or exposure value was read at source, so the wind section reasons about a mechanism and publishes no number.
- Whether changing frame material alone breaks the in-kind exemption. The city does not publish whether material forms part of "type". Neither do we.
- Whether landmark property may use the Express Permit Program for windows. The word landmark does not appear on the Express pages read, so the city publishes nothing either way and neither does this page.

A casement swings its whole sash outward, so the sash needs clear air for as far as it opens, plus room for a hand and a body to reach past it. Chicago lots put gangways, walks, service stairs, fences, meters, downspouts and a neighbouring wall exactly where that sash wants to go. There is also a permit consequence at height. The city's Express Permit Program is not available for "In a building with more than 3 stories, replacing a window in a wall that is within 2 feet of a lot line that separates two properties", or for "Replacing a window or door within 10 feet of a fire escape". Those two lines are about eligibility for a streamlined permit rather than about casements specifically, and they are a good map of where a tight Chicago wall gets complicated.
- Does swapping a double-hung for a casement need a permit in Chicago?
- Treat it as a permit job. Chicago exempts, in a residential building up to four stories above grade, "Repairing or replacing (in-kind) an exterior window or skylight in the existing opening", and defines in-kind as new elements "of the same type, size, and shape". A casement replacing a double-hung is a different type in the same opening, so on a plain reading the job has left the exemption. We label that as our reading because it is one: we have not read a Department of Buildings determination on the point, and we do not promote an interpretation to a rule. Ask the Department of Buildings before you order anything, and get the answer in writing. Where a permit is needed, the Express Permit Program covers "Replacing a window in an existing wall opening in a building up to 7 stories tall", and the same work in a taller building only "With drawings prepared by an Illinois-licensed architect or structural engineer". - Do casements help with bedroom egress?
- We publish no egress dimension, so we cannot tell you whether any window meets a rescue-opening requirement, and neither should a salesperson without showing you the provision. Chicago's rescue and escape opening provision was not read at source for this site, so no number for it appears anywhere here. What the city does publish, in the Express Permit Program terms and conditions, is a floor rather than a target: "In a residential building, a replacement window installed under this permit may not have less openable area than the widows it replaces." (The city's own page reads "widows". Quoted as published, sic.) Read at chicago.gov 2026-08-11. The geometric point people are reaching for is that a double-hung opens across roughly half its frame while a casement swings its whole sash clear, so a casement usually moves openable area upward rather than downward. That is our reading of the geometry, not a code statement and not a determination that any opening qualifies. Ask the Department of Buildings, or ask the contractor to show you the provision they are relying on and the measured clear opening of the exact unit.
- Can I put a storm window over a casement?
- Not a conventional exterior one, and that is the trade nobody mentions in a showroom. An exterior storm sits in the outer face of the opening, which is precisely the space a casement sash swings through. This matters in Chicago more than it would elsewhere, because the cheapest improvement on this whole site lives there. The city lists "Installing, maintaining, or removing a storm window" as work needing no building permit in any building, at any height, and the Chicago Bungalow Association recommends owners "Add thin profile wood or metal storm windows and screens similar in size, shape and color to existing windows". Both read 2026-08-11. So converting an opening to an outswing casement generally closes off the repair-plus-storm path for that opening. Our reading of the geometry, stated as one. - No source we read prices a casement in Chicago from a named author, so we are not publishing a Chicago casement figure. Nationally: $500 to $1,000 (Today's Homeowner, September 3, 2025), a $560 average (This Old House, June 23, 2026), $597 to $1,273 (Modernize, March 17, 2026) and $150 to $1,000 (Bob Vila, June 10, 2024). In wood the spread is the finding: $410 to $2,450 with an average of $1,430, against a wood double-hung average of $637.50 (This Old House wood guide, April 13, 2026). The only Chicago band on this site is for vinyl double-hung units, at $650 to $1,200 per window installed and $700 to $1,250 for energy-efficient vinyl (Modernize Illinois, Isabella Andersen, reviewed by Catie Bonner, March 18, 2026). All read 2026-08-11. One contractor marketing page did carry Chicago casement numbers. It shows no author, carries no date and disagrees with itself on the same page, so its figures are not on this site.
